Responsible for: Internal Auditor
Job Purpose:
To pre-audit payments to ensure compliance with accounting principles and regulations;
and monitor and examine financial operations to ensure value for money.
Key Functions:
i) Reviewing financial and accounting systems and procedures to ensure
efficiency;
ii) Auditing procurement and payment procedures to facilitate efficient and
effective transaction in the Urban Council;
iii) Auditing manpower in line with the budgets and laws;
iv Conducting Stores Audit for safe custody, efficiency and economic usage of
resources;
v) Undertaking council audits in liaison with the Auditor General;
vi) Planning, coordinating and monitoring Departmental programmes and
vii) Preparing and submitting annual and quarterly departmental work plans and
budgets.
Person Specifications:
i) Qualifications
EITHER an Honors Bachelors degree in Accounting or Auditing from a recognized
University plus full Professional qualifications in Accounting or auditing from
a recognized Institution.
OR full Professional qualifications in Accounting or Auditing from a recognized
Institution plus a minimum of Post Graduate Diploma in Financial Management or
Business Administration from a recognized Institution.
(ii) Experience
At least 3 years working experience at the level of an Internal Auditor in a
public or reputable Organization.

Job details:
The Crane Survey project is a health surveillance project of Makerere
University School of Public Health in collaboration with the US Centers for
Disease Control and Prevention (CDC) and the Ministry of Health. The IT- based
surveillance system collects, analyses and reports HIV and other STI-related
strategic information about key populations in Uganda. The project seeks to
recruit qualified, competent and professional individuals for the following
positions:
Data Mananger
Key responsibilities
Electronic data collection, management and reporting
Assisting study participants when doing computer interviews
Designing electronic data capture forms and applications
Development data analysis tools using General IT support.
Requirement:
Bachelor's degree in Computer Science, Information Systems, Statistics.
Experience/competence/skills:
Design/development of computer databases/ applications
SQL-based programming for data manipulation and reporting
Production, processing, and storage of forms Excellent programming skills with
visual studio, VB.NET
Good knowledge of data management, quality control and data analysis -

Good organization and documentation skills

Duties at post:
Initiate, develop and implement Human Resources policies, regulations and
practices in the Local Government.
Preparing plans and budgets for the recruitment, retention and exit of the
human resource.
Should have knowledge of civil service regulations governing human resource
management and the ability to interpret them.
Should have developed interpersonal and communication skills with the ability
to coach and develop subordinates effectively
Manage, in liaison with salary section, the payroll and staffing control
system;
Prepare submissions for the appointment, confirmation discipline, transfer and
exit of staff.
Supervising the update, safe custody and management of human resource and other
relevant records in District Local Government.
Organize and coordinate staff development programmes
Provide advice lo the technical departments on the interpretation of Public
Service Standing Orders, human resource policy, staff regulations and other
relevant human resource issues.
Counseling staff and arbitrating in labour or employment related issues.
Processing submissions for terminal benefits of staff.
Advise and counseling staff on career development
Providing technical support to departments on the implementation of Public
Service standing orders, HR Policy, staff regulations & after relevant
human resource issues
Managing and maintaining the Payroll and staffing control system in the Local
Government
Requirement:
Honors Bachelors Degree in Human Resources Management or (ii) Social sciences
or Arts or Commerce or Business Administration with a - recognized bias in HR
field such as HRD or HRM OR Organizational Development studies; plus a post
graduate diploma in Human Resource management or Master degree in Human
Resource studies or Business administration or public Administration or any
related field is a requirement;
Training in financial management is desirable
Experience:
At least six years in the field of Human Resource Management three of which
should have been at the level of Senior Human Resource Officer.
Should have knowledge of civil service regulations governing human resource
management and the ability to interpret them.
Should have developed interpersonal and communication skills with the ability
to coach and develop subordinates effectively.
